You will need to start with making a few decisions. Just like the decisions that are made when writing a business plan, your personal business plan is going to involve a bit of research.
Your research on your personal business plan will simply be to sit down and figure out your own priorities. Look at your life as it is now. Whatever makes you happy, look for ways to increase that. Whatever makes you unhappy or causes you stress, look for ways to change that for the better.
The areas that most people will look at are: professional, social, spiritual, family, community, etc.

My Personal Development Goals: Career
Because the least personal of these is, generally, professional choices, let's use that as an example.
I want to use my life as an example of how to put these two steps together. I had a job I disliked. I don't really use the word hate, but it might have applied here. I didn't want to go tp work, was cranky with my family when I got home and felt like I was spinning my wheels.
The first step in my personal business plan was to figure out where I wanted. Simple, I want a six figure income with a reasonable expectation of the security.
Now, how to get there. Working for someone else is simply out of the question, so I started looking at ways to make that money. One aspect of what I chose to do was Empower Network. With 100% commissions, low initial startup costs and only a tiny amount of formal training needed to get started, this was the perfect way to go.
Next, I figured out what it would take for me to make the money I wanted doing what I chose. I planned each day with that end goal in mind and looked at the path I needed to travel to get there.
Finally, I wrote it down. Not just, "I want a six figure income from blogging," but a plan that looked something like this:
"I will start my blogging career on September 1.
I will make $XXX,XXX in my first year.
To do this I will write every day.
I will bring in X new members to Empower Network every week.
I will create a residual income base of X by April 1, a base of X by September 1 of next year."
The key is that I didn't simply sit down as start blogging, I set my personal development goals down in detail, with a clear path. My personal development goals became my personal business plan. That plan guided every minute of the day.

This is identical to go out on my boat. I decide where I am going, I plot a course, avoiding sand bars and dangerous spots, and I prepare the boat for the day. If I encounter an obstacle, a yacht race or low water somewhere, I simply go around it. I have the route memorized and the end goal is still in my sites.

Accomplishing your personal development goals needs to be no more complicated than planning a trip to a new location. Decide where you're going, how to get there and take reasonable precautions against difficulties and concerns.
A Constitution, Not the Ten Commandments
This is not meant to be a rigid, unchanging set of inflexible rules. Your personal business plan will be a living breathing document that will change as you change. It will need to adapt to the world around you and your changing personal development goals.
